Forest Ghouls – a hoax, or a new IRS scare tactic to force the middle class to pay up their debts?

While this photo may seem photoshopped, it really isn’t. It was taken by an American deer hunter, whose name shall not be revealed for legal reasons. He was just doing his job, like any good citizen of the United States would, when he was assaulted by this “ghoul”, interrupting him.

What do the two encounters have in common? Nothing, except the poor passerby’s shitting their pants.

Our sources reveal that in the past, the IRS has used scare tactics to force the middle class to pay up their debts (because lower class doesn’t have money, and higher class has legal powers to sue the IRS.)

The IRS depends not only upon its highly publicized actions but upon its perceived power in order to instill fear into honest Americans and, according to the agency itself, to: “Maintain a sense of presence.”

In 1953, Mr. Dwight Avis, head of the Alcohol and Tobacco Tax Division on the Bureau of Inter-nal Revenue Service stated to a subcommittee of the Commit-tee on Ways and Means in the House of Representatives, “Let me point this out now: Your in-come tax is 100 percent voluntary tax, and your liquor tax is 100 percent enforced tax..”

In 1971, the following quote was found in the IRS instruction booklet for the 1040: “Each year American Taxpayers voluntarily file their tax returns and make a special effort to pay the taxes they owe.”

March 29, 1974, IRS Commissioner Donald C. Alexander published the following state-ment in the Federal Register: “ The mission of the Service is to encourage and achieve the highest possible degree of voluntary compliance with the tax laws and regulations…”

Only one year later, his successor authorized this statement to be put in the Internal Revenue Manual, “Our tax system is based on voluntary compliance.”

In 1971, the following quote was found in the IRS instruction booklet for the 1040: “Each year American Taxpayers voluntarily file their tax returns and make a special effort to pay the taxes they owe.”

Voluntary Compliance simply means that the taxpayer is responsible for filing an income tax return if the law re-quires a return.

With the evidence exposing the IRS’s fear tactics, is it so far fetched to assume that they would deploy “Forest Ghouls” to menace the people that “owe” them debts?

While the encounter in America took place in the homeland of the IRS, the encounter in the youtube video happened in Spain. But is anything in the world able to stop the IRS from collecting their debts, even the debtor illegally escaping to the EU?
